During a meeting at the John Wood Community College Agricultural Education Center Wednesday, August 15, Trustees heard a report on the JWCC Foundation’s increased support to the College from Barbara Holthaus, who serves as its executive director and JWCC director of advancement.

The JWCC Foundation, established in 1984, is part of the College’s advancement efforts, which garner private financial support for JWCC programs, services and projects. A separate, non-elected board oversees foundation operations including restricted and unrestricted gifts.

During the 2018 fiscal year, the foundation provided a record-setting $444,362 in direct support to JWCC from private donations and grants for scholarships, special projects and operations. Private support funded $45,000 in upgrades to the Student Activity Center and a $33,000 grant from the Marion Gardner Jackson Trust enabled the College to upgrade five classrooms in the Science and Technology Center.

“In past 34 years, the foundation has and continues to help the college remain a vibrant, progressive institution,” Michael Elbe, JWCC president said. “Financial support from private sources will become increasingly important as the college focuses on future growth and workforce needs in the region. We are grateful for the many individuals and businesses who invest in our mission to enrich lives through learning by offering accessible education and top-notch facilities for all students.”

In other business, Trustees:

Approved minor revisions to Board Policy 403, 405 and 408 and 512 and deletion of Board Policy 409.

Approved the transfer of $456,944 from the Education Fund to the Operations and Maintenance Restricted Fund for the 2018 fiscal year. Funds will help replenish deferred maintenance and capital project funds spent in 2018 and help fund deferred maintenance and capital projects planned for 2019 and future years.

Accepted $132,243 in grant funding from the Illinois Community College Board (ICCB) Perkins program to support tutoring, equipment and instructional supplies for students in welding, nursing, surgical technology, agriculture and industrial maintenance technology programs.

The next regular meeting of the JWCC Board of Trustees is scheduled for September 19 on the Quincy campus.

John Wood Community College Trustees, meeting in regular session Wednesday, September 19, received an enrollment update and approved an articulation agreement with Blessing-Rieman College of Nursing and Health Sciences.

JWCC President Michael Elbe shared that the College’s first day enrollment numbers showed an increase in headcount of 2.9 percent and a 2.2 percent increase in credit hours compared to the previous year.  Elbe credits strategic planning and faculty and staff collaboration for the increase.

“We are spending more time planning that is focused on increasing enrollment, retention and growth, which helps us identify strategic initiatives to move the college forward,” Elbe said.  “Over the last year we have expanded healthcare offerings, launched programs to attract Missouri students to enter career and technical programs to serve our workforce and also expanded athletic programs.  We are starting to see those initiatives make an impact on enrollment. Our planning and faculty and staff collaboration are the reasons why we are one of the few community colleges in the state with a pattern of positive growth.”

Trustees also approved an articulation agreement with Blessing-Rieman College of Nursing and Health Sciences to provide an efficient path from JWCC’s Associate Degree in Nursing (ADN) to the Bachelor of Science in Nursing at BRCNHS.

In other business, Trustees:

Heard a special report from Josh Welker, dean of business services and institutional effectiveness, and Dr. Laurel Klinkenberg, vice president for instruction, regarding the College’s Program Review process.  Program Review is part of JWCC’s strategic planning model and is required by the Illinois Community College Board.  The process reviews the relevance, quality and cost effectiveness of academic and student services programs.

Approved a proposed fee range for the certificate and courses within the Heating, Ventilation and Air Conditioning program set to begin Fall 2019.

Approved the withdrawal of a resolution authorizing a reduction of part-time employment status for a tenured faculty member.

Approved refinancing of 2008 bonds to save the College an estimated $100,000 in interest over the next five years. The savings will be deducted from the overall tax levy in years 2019-2023.  Trustees also approved entry into an agreement with Bernardi Securities, Inc. as underwriter and Chapman Cutler LLP as bond disclosure counsel as part of the debt refinancing.

Approved the modification of salary and benefits of JWCC President Michael Elbe’s employment contract ending June 30, 2019.  The salary change is to include the same 2.75 percent increase previously approved for faculty and staff.  Trustees also approved a four-year contract renewal for Elbe beginning July 1, 2019 and ending June 30, 2023.
